Pasco City Council Appoints Milne Mayor, Opens District 4 Applications
The Pasco City Council has appointed David Milne as the new mayor following Pete Serrano's resignation to become interim U.S. Attorney for the Eastern District of Washington. Milne, previously mayor pro-tem and councilmember for District 5, will serve as mayor until at least the end of 2025, with the position being largely ceremonial. Charles Grimm was also appointed mayor pro-tem to fill in when Milne is unavailable. Meanwhile, the council is accepting applications to fill Serrano’s vacated District 4 council seat, with a 90-day deadline to appoint a replacement; Serrano had been running unopposed for reelection but must resign again if re-elected due to his new federal role. The city recently hired Harold Stewart as the new city manager after a five-month search, bringing leadership experience from Minot, North Dakota. Pasco residents will have the opportunity to vote for their own mayoral replacement in 2027, when a new two-year term begins.
