Volusia County Council Advances Beach Horseback Riding Proposal

The Volusia County Council voted 5-2 to further explore a proposal to allow horseback riding on select beaches in the northern part of the county, including areas near Ormond Beach and Ormond-by-the-Sea. Council members raised concerns about logistics such as horse manure management, trailer parking, safety at access points, and the impact on beach space for residents, prompting a request for additional research before a final decision. Supporters, including horseback riding business owner Jennifer Miko, emphasized the potential tourism benefits and the importance of mandatory cleanup rules, while opponents worried about preserving beach access for residents and questioned the public demand for the activity. The council plans to implement an online reservation system, restrict rides to daytime hours, and prohibit horseback riding on beaches with vehicles. The proposal now requires further study and two formal readings before any ordinance can be enacted. This initiative follows existing horseback riding allowances in nearby Flagler County and Canaveral National Seashore.
