Missouri Governor Signs Trump-Backed Redistricting Law Targeting Democratic Seat Amid Legal Challenges
Missouri Governor Mike Kehoe has signed into law the Missouri First Map, a new congressional redistricting plan designed to increase Republican representation ahead of the 2026 midterm elections. The map redraws Missouri’s eight congressional districts, potentially increasing Republican-held seats from six to seven by targeting Democratic U.S. Rep. Emanuel Cleaver’s Kansas City district, reducing its minority population, and extending it into Republican-heavy rural areas. Kehoe praised the map, stating it better represents Missourians' values and credited President Trump and state legislators for their support. The redistricting effort is part of a broader Republican strategy nationwide to gain additional seats in the U.S. House, which is critical as Democrats need just three seats to take control. Opponents have criticized the plan for its racial and partisan impacts, particularly the use of historic segregation lines, and are pursuing lawsuits and a referendum petition to challenge the map. The map also accompanies an amendment to amend the state’s initiative petition process, which will be placed on the ballot for voter approval.
