Hillsboro Man Arrested on 23 Charges in Minor Sexual Abuse Case, Authorities Seek Additional Victims

Seth Michael Winkelhake, a 40-year-old Hillsboro man and public affairs specialist at Clean Water Services, was arrested on June 10, 2025, and charged with 23 felony and misdemeanor counts related to the sexual abuse and rape of a teenage girl he initially contacted online when she was 13. Winkelhake allegedly used the alias “Jeff” to pose as a younger person, convincing the victim to send explicit photos, which he then used to blackmail her into maintaining contact and eventually meeting in person. The assaults, which involved Winkelhake wearing a ski mask or face covering and sometimes blindfolding the victim, took place over several years in Oak Grove parks despite the victim’s efforts to end contact. Law enforcement, including the Clackamas County Sheriff’s Office, Hillsboro Police, and the FBI, served a warrant and arrested Winkelhake at his residence without incident. Authorities have released a public alert and are seeking additional victims or information related to Winkelhake’s activities. Winkelhake remains held without bail in Clackamas County Jail, with court proceedings underway.
