Andy Dorgilus Charged With Murder in Seaford Shooting

Andy Dorgilus, a 22-year-old from Indianapolis, has been arrested and charged in connection with the fatal shooting of Rihem Frisby, 32, near a Seaford church in Delaware on April 8, 2025. Police responded to Clarence Street following reports of a shooting and found Frisby with gunshot wounds; he was later pronounced dead at a hospital. Delaware State Police led the investigation after being requested by Seaford Police, and Dorgilus was identified as a suspect through investigative efforts. He was taken into custody on April 16 without incident and charged with first-degree murder, reckless endangering, two counts of possession of a firearm during the commission of a felony, and conspiracy. Dorgilus is being held at Sussex Correctional Institution on a cash bond exceeding $1.1 million. Police have not disclosed a motive and continue to seek information from the public.
