Visalia Police Captain Charged with Embezzling $50,000 from Youth Program

Visalia Police Captain Luma Fahoum has been charged with embezzling nearly $50,000 from the department’s Police Explorers program, a youth initiative aimed at career education for young people. Prosecutors allege that between 2017 and 2023, Fahoum used her access to the program’s funds to gamble at casinos, make retail and gas station purchases, and withdraw cash for personal use. The investigation began in September 2024 after suspicious activity was noticed in the program’s bank account, leading to Fahoum being placed on paid administrative leave. Fahoum has been charged with multiple felony counts of grand theft and petty theft, and has turned herself in, posting $100,000 bail. Police Chief Jason Salazar expressed deep disappointment and apologized to the community, highlighting the breach of public trust caused by the incident. Fahoum's defense has stated she intends to 'vigorously' defend herself in court.
