Moi Moi restaurant owner charged with illegal alcohol sales after license revocation

Howsoon Cham, the owner of the Northwest D.C. restaurant Moi Moi, was arrested on February 15 for allegedly selling alcohol without a license, nearly a year after his license was revoked due to a series of violent incidents linked to the establishment. The D.C. Alcoholic Beverage and Cannabis Administration (ABCA) had revoked Moi Moi's alcohol license in February 2024 after investigations revealed connections to a homicide, multiple shootings, and assaults. Despite being barred from selling alcohol for five years, police discovered that Cham continued to operate illegally, leading to his arrest following a shooting reported outside the restaurant on February 3, 2025. The ongoing issues at Moi Moi have raised concerns among authorities, who have attempted to shut down the establishment for years. Cham was charged with the sale of alcohol without a license and was released shortly after his arrest. His attorney declined to comment on the case.
