An independent commission's final report on the deadliest mass shooting in Maine's history found that both the Army Reserve and local police missed several opportunities to intervene in the gunman Robert Card's psychiatric crisis and seize his weapons. Despite having authority under Maine's yellow flag law and receiving multiple warnings about Card's mental health, neither the Army Reserve nor the police took necessary actions. The commission, which held 16 public meetings and reviewed extensive evidence, criticized both the Army Reserve for not ensuring Card's health and the police for not using their power to confiscate his firearms. Commission chair Daniel Wathen emphasized that while Card was solely responsible for the shootings, proper intervention might have prevented the tragedy. The report aims to provide a factual basis for future changes to prevent similar occurrences.
