Similarly, Derbyshire proposes replacing ten councils with two unitary authorities covering the north and south, with public consultation ongoing to finalize plans that address modern governance needs and service integration. Hampshire County Council is exploring multiple restructuring options, including the introduction of an elected mayor and shadow unitary councils, acknowledging that short-term costs may rise but emphasizing the importance of retaining experienced personnel to avoid losing institutional knowledge.
