Steven Frane Bailey, 56, has been charged with two counts of criminal vehicular homicide and nine counts of criminal vehicular operation after driving into a crowded bar patio in St. Louis Park, killing two people and injuring several others. Bailey, who had a blood alcohol concentration of 0.325 at the time of the crash, has a history of drunk driving with five prior convictions. The victims were identified as Kristina Folkerts, a Park Tavern employee, and Gabe Harvey, a health unit coordinator at Methodist Hospital. Bailey's bail has been set at $1 million without conditions and $500,000 with conditions, which include abstaining from alcohol and surrendering his passport. Surveillance footage shows Bailey attempting to park before driving into the patio area. Hennepin County Attorney Mary Moriarty emphasized that the tragedy was entirely avoidable, highlighting the availability of safe transportation alternatives.
