The drill tested communication, tactical response, and rescue operations both on land and at sea, showcasing Hong Kong's joint counter-terrorism capabilities and readiness to respond to various forms of terrorist attacks. This marks the first major counter-terrorism exercise since the introduction of the "Three-tier Prevention Framework" in the Chief Executive's policy address.
