Lord Scott appointed to lead Emma Caldwell murder inquiry

Lord Scott KC, a judge with extensive experience in human rights and policing reviews, has been appointed to lead the independent public inquiry into the investigation of Emma Caldwell’s murder. The inquiry follows longstanding criticism of the initial police investigation, which failed to apprehend serial rapist Iain Packer until nearly two decades after Caldwell's 2005 murder, during which he committed numerous additional offences. Caldwell’s family, initially advocating for a judge from outside Scotland for impartiality, have expressed support for Lord Scott’s appointment. Justice Secretary Angela Constance emphasized that the inquiry aims to provide answers for victims and survivors, and to ensure lessons are learned for the future.
