The violence erupted after a Peñarol fan was arrested for stealing a cellphone, leading to widespread vandalism, including the destruction of kiosks and a bus set on fire. Footage showed fans attacking police and beachgoers, prompting the deployment of riot police to restore order. Rio Governor Claudio Castro condemned the actions, stating that such criminal behavior would not be tolerated. The detained fans are to be escorted out of the city and prohibited from attending the match.
