Three Denton Officers Indicted on Oppression, Tampering Charges
A former and two current Denton police officers — former officer Joel Weinstein and current officers Ronald Foy and William Hulslander — were indicted on charges including official oppression and tampering with a governmental record after a months-long investigation. The probe began when the Denton County district attorney’s office dismissed charges from a March 2024 arrest of a person experiencing homelessness because Hulslander's probable-cause affidavit did not align with body-worn camera footage showing Foy deploying chemical spray in a way inconsistent with policy and training. A grand jury returned indictments that include a state-jail felony count for tampering and a Class A misdemeanor for official oppression; prosecutors sought charges against Foy for official oppression, Hulslander for official oppression and tampering, and Weinstein for tampering. The department launched internal affairs and major-crimes investigations, and Foy was suspended indefinitely without pay and has appealed while Hulslander accepted a 90-day unpaid suspension; Weinstein had left the department before the issues surfaced and the DA flagged concerns about other arrests involving him. It was not immediately clear whether the officers had been arrested, and the criminal cases and internal appeals remain pending.
