IOPC Investigates Woman's Death in Police Custody Portsmouth
The Independent Office for Police Conduct (IOPC) is investigating the death of 37-year-old Claire Charlton, who died in a police custody suite in Portsmouth on July 10 after being arrested in Watford two days prior by Hertfordshire Constabulary. Charlton was initially detained in Hatfield before being transferred to Portsmouth, where she was charged and remanded in custody to appear in court. At around 2 a.m. on July 10, she was found unresponsive in her cell and despite CPR and paramedic efforts, was pronounced dead shortly after. The IOPC investigation includes reviewing CCTV footage, custody logs, medical advice provided, and obtaining statements from relevant police staff. A post-mortem was conducted with further test results pending, and an inquest has been opened and adjourned until June 2026 while the investigation continues. The IOPC has met with Charlton’s family to explain their role and pledged to keep them informed as the inquiry progresses.
