DOJ Settles Over San Luis Obispo Jail Violations

The U.S. Department of Justice has reached a settlement with San Luis Obispo County to address unconstitutional conditions at its county jail, following an investigation that began in October 2018. The investigation revealed violations of the Eighth and 14th Amendments, as well as the Americans with Disabilities Act, particularly regarding inadequate medical and mental health care and the prolonged isolation of mentally ill inmates. The settlement mandates reforms, including suicide prevention measures, adherence to constitutional standards for the use of force, and the end of isolating seriously mentally ill individuals without proper safeguards. An expert will be appointed to monitor compliance and issue public reports every six months. The San Luis Obispo County Sheriff's Office has indicated its commitment to improving jail conditions and has already made several changes to healthcare services. Officials expressed optimism about the agreement, which they believe will further enhance inmate care and safety.
