Los Angeles County Reports Second Consecutive Homelessness Decline
Los Angeles County and city have reported a second consecutive year of declines in homelessness according to the 2025 homeless count released by the Los Angeles Homeless Services Authority (LAHSA). The countywide homeless population dropped by approximately 4%, with a 3.4% decrease in the city of Los Angeles. Unsheltered homelessness saw a sharper decline, falling nearly 9.5% countywide and 7.9% in the city, while sheltered homelessness increased, reflecting efforts to move people into housing. These improvements have been attributed to sustained investments in housing and services, strong collaboration between city and county agencies, and focused encampment resolution programs such as the county’s Pathway Home and Mayor Karen Bass’ Inside Safe initiative. LAHSA credited the alignment of city and county emergency declarations and funding advances, including $300 million from Measure A, as pivotal to addressing the crisis. Despite these gains, challenges remain as more vulnerable populations continue to live unsheltered, and budget uncertainties loom for homelessness services going forward.
