Rossendale Council Considers Tougher Dog Control Orders, Reducing Dogs Per Walker
Rossendale Council in Lancashire is considering renewing and toughening its dog control public space protection orders, including reducing the maximum number of dogs a person can exercise at one time from five to four. This move follows public concerns about dog fouling, litter, and potential risks such as dog fights and pack behavior. Enforcement workers may also be empowered to issue on-the-spot fines to rule-breaking dog walkers, a strategy that had been successful in reducing litter offenses under a previous third-party contract that ended in March 2023. While some dog walking businesses express concerns that the reduction could negatively impact their income despite having insurance and training, the proposals align with recommendations from the Professional Dog Walker’s Association and RSPCA. The orders, potentially lasting three years, aim to address key community concerns and maintain public safety and cleanliness in parks, sports fields, and other public spaces. A similar renewal of dog control orders is underway in Carmarthenshire, Wales, where regulations including dog fouling penalties and restrictions in children’s play areas are supported by the majority of respondents in a recent consultation.
