Zelenskyy Imposes Sanctions on 35 Rosatom-Linked Individuals, Entities Across Russia, Eurasia, EU
Ukrainian President Volodymyr Zelenskyy has imposed new personal and sectoral sanctions against 35 individuals and entities linked to Russia's state nuclear corporation Rosatom and Russian energy companies. These sanctions target 18 individuals and 17 legal entities involved in attempts to integrate the Zaporizhzhya Nuclear Power Plant into Russia's energy system and in the seizure of the Chernobyl Nuclear Power Plant, as well as those involved in manufacturing dual-use nuclear equipment, exporting enriched uranium, and supporting Russia's military-industrial complex. The measures also include subsidiaries of Gazprom Neft across Russia, Kazakhstan, Tajikistan, Kyrgyzstan, and the EU, shadow fleet companies, and financial and logistics operators that help circumvent sanctions. The sanctions package aligns with coordinated efforts by Ukraine's international partners to limit Russia's access to critical nuclear technologies and international financing. Notable sanctioned entities include Rosatom Finance Ltd (Cyprus), Uranium One Holding N.V. (Netherlands), and JSC Kirov-Energomash (Russia), as well as key individuals such as Mykyta Konstantinov, Deputy General Director of Rosenergoatom. Ukraine continues to strengthen sanctions pressure as part of its broader strategy to punish violations related to Ukrainian nuclear facilities and to restrict Russia's nuclear and defense capabilities.
