Virginia Couple Charged with Child Abuse

Wendi Del Cid Rodriguez, 46, and her boyfriend Franklin Viera Guevara, 29, have been arrested in Fairfax County, Virginia, after police discovered two boys, ages 7 and 9, chained by their ankles inside their apartment. The children had visible injuries consistent with the chains, and authorities were alerted when one of the boys used a roommate's phone to send a photo of his restraints to his sister, prompting her to call 911. Rodriguez and Guevara reportedly admitted to chaining the boys to prevent them from leaving the apartment, claiming it was meant to scare them. Both face multiple charges, including child neglect and cruelty, with Rodriguez released on bond and Guevara denied bond. The boys are now in their father's custody, who expressed shock at the abuse.
