Discaya Couple Alleges Multiple Lawmakers, DPWH Officials in Flood Control Corruption

Contractors Pacifico “Curlee” Discaya II and Cezarah Rowena “Sarah” Discaya testified before the Senate Blue Ribbon Committee, naming numerous lawmakers and Department of Public Works and High Highways (DPWH) officials allegedly involved in demanding kickbacks ranging from 10 to 25 percent from flood control project contracts. The list of accused includes prominent figures such as Representatives Arjo Atayde, Nicanor Briones, Roman Romulo, and former Presidential Assistant for the Visayas Terrence Calatrava, among others. The Discayas, who own multiple construction firms and luxury cars, admitted to paying these kickbacks out of fear and necessity to avoid project delays or termination. Several lawmakers have denied the allegations, but the couple has expressed willingness to become state witnesses and requested government protection due to safety concerns. The controversy highlights ongoing issues of corruption in flood control projects, which have cost the Philippines over 500 billion pesos with limited success in mitigating flooding. Authorities, including Deputy Speaker Rodante Marcoleta and Justice Secretary Jesus Crispin Remulla, are involved in ensuring the Discayas' security amid their cooperation with the investigation.
