Meanwhile, Robert Carter was last seen the same day near 12th Street and Kilbourn Avenue, described as a Black male, 5'9" tall, weighing about 180 lbs, and last seen wearing an orange winter jacket. Both individuals are believed to be on foot and police are urging anyone with information to contact the respective police departments.
